Reopening Schools – 5.01
The board viewed an in-depth presentation on the District’s plan to reopen schools for the 2020-21 school year. The presentation included the many planning teams and their responsibilities and key priorities, family survey data results, options for in-school and remote learning for student attendance, safety measures to ensure student and staff safety, schedule options, technology utilization, and other information.

Approval of COVID-19 Board Policy – 6.01
Strategic Direction (SD) 2: Communications and Community Relations
The board discussed the actions needed to align with COVID-19 guidelines and expectations to return to in-person instruction at the schools. The administration, with guidance from legal counsel, is working to develop a Board Policy that will allow the board to authorize the administration to implement and enforce compliance with the Return to School Plan, including opening and operation of the District’s offices, facilities, programs, and schools for the 2020-21 school year.
The board will vote on approval of the policy at the August 3, 2020, board meeting.
Superintendent Search – 6.02
SD3: Recruit, Develop, and Retain Distinguished Staff
The board discussed the search process for the next superintendent, who will be scheduled to begin in July of 2021. Pros and cons of CCSD59 conducting its own search versus utilizing recruiting companies were discussed, as well as possible recruitment companies and venues for recruiting for the superintendent position.

Construction Update Phase 1 and 2 – 6.03
SD4: Long-term Financial Stability and Fiscal Integrity
The board was presented with an update on the status and scope of current construction projects in the District. After reassessing the roofing projects at several schools, it was determined that portions of the roofing project could be completed utilizing an updated approach that would result in a total roofing project savings of $4.4 million. The cost savings allowed the District the opportunity to complete other essential projects at various schools such as unit ventilators, boilers, as well as a new water main at Grove Junior High. Approval of Routers and Battery Pack Replacement Proposal – 8.01
SD4: Long-term Financial Stability and Fiscal Integrity
As part of the 2020 E-Rate efforts, the District issued requests for quotes for network switches, routers, and backup batteries.
After fully evaluating quotes, the recommended provider was Mindsight in Downers Grove for $137,871.71. All costs are subject to the E-Rate discount, which is currently 80% but is revised annually. Therefore, the overall net cost to the District is estimated to be $27,574.34.
The board approved the contract as outlined above.
Approval of District 59 Education Foundation $1,769.73 Donation – 8.02
SD4: Long-term Financial Stability and Fiscal Integrity
The board approved the donation from the District 59 Education Foundation in the amount of $1,769.73 to the CCSD59 Opportunities for Empowerment Fund. The donation will be used to support families with meals and other needs during the COVID-19 pandemic including food, groceries, toiletries, diapers, clothing, health-related items, rental assistance and other items as needed.
Approval to Amend the 2020-21 School Calendar – 8.03
SD2: Communications and Community Relations
While the board has already approved school calendars for the 2020-21 school year, the calendar committee has made needed amendments to comply with the addition of a state holiday and to align to ISBE’s guidance for schools, published June 23rd, regarding the transition from remote learning to in-person learning.
The 2020-21 calendar updates are as follows:
- August 12, 2020 – Teacher Institute Day (Shifted from the original November 3 date)
- August 13 and 14, September 25, and November 2, 2020 – Remote Learning Planning Days*
- August 17 – First day of student attendance for grades 1-8
- August 18 – First day of student attendance for kindergarten
- November 3, 2020 – 2020 General Election Day*
- April 5, 2021 – Remote Learning Planning Day*
- May 27, 2021 – Additional Student Attendance Day
- June 4, 2021 – Last Day of Student Attendance (if all 5 emergency days are utilized)

Approval of Amendment to Agreement Between Control Technology & Solutions, L.L.C. and Community Consolidated School District No. 59 – 8.04
SD4: Long-term Financial Stability and Fiscal Integrity
An amendment was proposed to the agreement between Control Technology & Solutions, L.L.C. and CCSD59. The agreement pertains to the initiation of Phase Two of project work covered in the agreement. Depending on the building, mechanical, building automation, roofing, and asphalt replacement will be performed and were budgeted with a Guaranteed Maximum Price of $19,834,005.
The board approved the amendment to the agreement.
